This DVD has probably been 'PAL telecined' (not a good name but that's exactly what is going on), i.e. one half frame has been added every 12 full frames! You can easily get it back to original 24fps by using: Code:

And the "fast deinterlace" bug is a known problem with 0.26, there is a circumvention, ye olde search button can help you with that.
