Is this normal v3 behaviour?

I noticed something last night and it freaked me out. It's possible (but pretty unlikely) that I've just never noticed before but it made me wonder if some v4 behaviour had 'leaked' into 3.73. I've never noticed ctrl+drag cutting the items at the time selection before.

I only just noticed this the other day myself. Is there a way to turn it off, so that ctrl+drag copying ignores time selection and always copies the whole item?
