ok ive opened the master track, armed playrate............now how do make some envelope points and do the adjusting?

Make the Play rate envelope visible. Click (or right-click depending on your version. It changed in V3.) to insert a node on the envelope line. By the way, that feature has been in Reaper since WAAAAYYY back. Probably since the 1.X versions. D
