You normally send the video through a frame server to do that (either AVISYNTH or VIRTUALDUB). CCE is simply an encoder with little more. TMPGENC has preprocessing built in.

Does AVISynth or VDub support Inverse Telecine? I didn't think they did.

Yes they both do with plug-ins. In AVISYNTH (which is what I use all the time) you would use the GREEDYHMA or DECOMB filters for IVTC. There are a lot of posts showing examples in the CCE and the AVISYNTH areas.
